About Us

Hainan Xinsheng Environmental Protection Technology Co., Ltd. was founded in 2025 on technology transfer from Huazhong University of Science & Technology (HUST). Based in the Circular Economy Industrial Park of Changjiang Li Autonomous County, Hainan, we focus on the high-value recovery of spent lead-acid batteries through solid-phase electrolysis, running a light-asset operating model on our way to becoming a full-industry-chain technology leader in secondary lead.

Milestones

From the laboratory to pilot scale, from technical service to a demonstration plant — we prove the technology, deliver profitable pilots, then industrialize, every step accountable for technology delivery and sound operations.

2021–2023
Laboratory Stage
Proof-of-concept for solid-phase electrolysis completed and the core process route established, laying the foundation for industrialization.
2023–2025
Pilot Test Stage
Pilot test in Wuhan passed acceptance in 2024, validating process stability and product purity.
2025–Present
Pilot-Scale Production Stage
Stable continuous operation for 90 days at the Miluo pilot line in Hunan; first technical service delivered in Hunan in 2025, with the plant licensed for 120 kt/yr.
2026
Hainan Demonstration Plant in Preparation
Leveraging Hainan’s "Clean Energy Island" and "International Free Trade Port", engaging provincial state-owned enterprises to prepare the global demonstration plant.

Our core team combines a founder of electrochemistry-based environmental engineering leading the technology, a serial entrepreneur running operations, and a veteran industry expert managing production — building a "technology + operations" dual-engine capability.

- Master's degree from Huazhong University of Science & Technology; an expert in renewable resources management under China's Ministry of Commerce.
- A serial entrepreneur: founded an auto aftermarket parts company and a vehicle recycling & dismantling company in Wuhan.
- Co-founded a vehicle recycling & dismantling JV with Anhui Conch Environmental Protection Group (a Fortune Global 500 company).
Qiu Hongliang
Head of Production
- Over 25 years of experience in spent lead-acid battery recycling and disposal.
- Founder & GM of Miluo Jinsheng Smart Manufacturing Co., Ltd., Hunan; founding shareholder of Hainan Xinsheng.
- Key production equipment for core processes is fully self-designed and self-manufactured.

High-Barrier Hazardous Waste License

Spent lead-acid batteries are key controlled hazardous waste with a high licensing threshold and strict oversight. We meet that industry-entry bar, having delivered our first technical service in Hunan where the plant secured a 120 kt/yr operating license.
